Disciplinary liability of judges under European standards: the National School of Judges of Ukraine and the OSCE have agreed on training programmes

On 27 May 2026, a working meeting was held to discuss the organisation of cascade training sessions and an international symposium on the disciplinary liability of judges, as part of the cooperation between the National School of Judges of Ukraine and the OSCE Support Programme for Ukraine.

The meeting was attended by Natalia Shuklina, Vice-Rector of the National School of Judges of Ukraine, and Anna Taranenko, Project Manager for ‘Ensuring Respect for Human Rights in the Administration of Justice, Phase II’, as well as the directors of regional branches, leading experts and lecturers from the National School of Judges of Ukraine.

During the meeting, the parties discussed the implementation of joint educational initiatives aimed at developing judicial training in Ukraine in line with European standards. Particular attention was paid to the organisation of three cascade training sessions for judges from the western, eastern and southern regions of Ukraine, focusing on the procedure for holding judges accountable under disciplinary law.

The final stage of these training events will be an international symposium, scheduled to take place in Kyiv (in a hybrid format), with the participation of judges from the Supreme Court and from central Ukraine, as well as representatives of the High Council of Justice, the High Qualification Commission of Judges of Ukraine, the Council of Judges of Ukraine and the Consultative Council of European Judges.

The symposium is expected to serve as a platform for professional dialogue on standards of disciplinary liability for judges and the practice of their application in European countries.

Following the meeting, the parties agreed to continue exchanging information and coordinating their work to ensure the planned training activities take place during the third quarter of this year.
